FINSA broke ground on the Parque Industrial FINSA García in García, Nuevo León, on August 27, 2026. The ceremony was led by García's mayor, Manuel Guerra Cavazos, with the company's executive chairman, Sergio Argüelles, chief executive Rocío Palafox and new business vice president Claudio Zambrano. Construction has now started on a 92-hectare development built in two phases.
García is a municipality on the western edge of the Monterrey metropolitan area, in the northern Mexican state of Nuevo León.
The money was announced a year ago, and that is worth saying
The project's US$220 million is not new money from August 2026. The State Government presented that figure on October 17, 2025, as part of a FINSA package of more than US$620 million covering three developments in Nuevo León: Smart Park FINSA Escobedo, FINSA Monterrey Apodaca II and this one in García. The US$220 million sits inside that total, not on top of it. Adding the two would count the same money twice.
The state bulletin spelled out something that points the same way: of the 135 hectares at Apodaca II, 79 had already been announced in July 2024 and 56 were new expansion. The State published the breakdown that makes double counting avoidable.
What changed on August 27 is not the number, it is the status of the project. It moved from announced to under construction, and for a company evaluating a site in Nuevo León that is the distinction that matters.
One note on currency, because both versions circulated. The municipal bulletin states the investment in pesos, more than 4 billion. Dividing that by the US$220 million gives roughly 18 pesos to the dollar, so the likeliest reading is that this is the same money in two currencies rather than two separate investments. That is our own inference, since FINSA has not spelled it out publicly. We publish only the dollar figure, the currency of the original announcement, and under no circumstances are the two added together.
The genuinely new figure is US$26 million
At the same event FINSA announced the start of the park's first inventory building: 28,573 square meters, an additional US$26 million and LEED certification, scheduled for completion in the first quarter of 2027.
An inventory building goes up without waiting for a tenant to sign. It is the product a company looks for when it needs to be operating soon and cannot carry the schedule of a build-to-suit. Starting the park's first one alongside site works says something about the kind of demand the developer expects on the western side of the metro area.
What is being built, and what is still on paper
Coverage of the September 2025 announcement describes the finished park: 17 buildings and roughly 370,000 square meters of leasable space once the second phase is complete. That is the project on paper, not what is under construction today. The groundbreaking release refers to one building.
The same applies to employment. The municipal bulletin and FINSA itself cite more than 25 companies and more than 14,000 direct jobs. Those figures describe the park at full occupancy, spread across tenants that have not been named, and the company writes the jobs number as an estimate. They are not hires committed by FINSA.
A park our directory already listed
FINSA García is not appearing on Invest Nuevo León for the first time. It is in our industrial parks directory as P027, with under-construction status. Our record shows a 30 MVA substation, the same capacity FINSA publishes as 30,000 kVA in its release and on the park's official data sheet. The record also notes 235 kilometers to the Texas border and 56 minutes to Monterrey International Airport.
So the story is not a new park on the map. It is a park the map already had, moving from drawing to moved earth.
García is not starting from scratch
The directory lists 18 industrial parks in García, from developers including Terra Regia, Stiva, VYNMSA, Avante and Conekta. Companies already in the municipality include glass and building materials makers Vitro and Owens Corning, auto parts suppliers Toyoda Gosei, Daewon, Neaton and Nelson Global Products, pump maker Ruhrpumpen, construction polymer maker Rehau and computing electronics manufacturer Quanta Computer.
For a supplier, that is the actionable part. Ninety-two new hectares in García do not open a market, they thicken one that already runs. The civil works, industrial services, packaging, sheet metal and maintenance the park will require will be contracted in a municipality where that supply base already exists, and the clock on that demand started on August 27.
